How Dar’s civil servants eat public funds through procurement PDF E-mail

A procurement audit report published by the Public Procurement Regulatory Authority (PPRA) that covers 315 out of 393 procuring entities, shows that 18 entities, that include the ailing Air Tanzania and the High Court of Tanzania, performed extremely poor with a compliance level below 50 percent.

The report published on December (2011) came as a shock to the public as the audit covered projects with a fiscal value of 4.52 trillion which is equivalent to 38.9 percent of the whole government budget of 11.61 trillion for 2010/11 financial year!

It would be recalled that on July 9th 2009, the Tanzanian leader, President Jakaya Kikwete, lamented that over 33percent of government budget gets into the pockets of unscrupulous public officials and their accomplices through dubious public procurement deals.

Seventy eight (78) entities never complied with the requirement of disclosing contract award information to the PPRA so that the audit to be undertaken, contrary to Regulations 21 (1) and 67(4) of G.N. No. 97 of 2005.

How Tanzania courts solicit bribes from clients PDF E-mail

Stay of Execution which is awarded by a court of law in order to protect attachment of property (usually in Tanzania’s civil cases), is not supposed to attract payment of any money from one seeking such award.

However, lately things have changed; and as usual, fuelled by corruption, as recently discovered by a staff writer of the Corruption Tracker System, CTS.

Once again, it all happened in Morogoro Region, a source of another corruption case that involved a senior official from the Tanzania Revenue Authority, TRA.

The case involved a retired civil servant from Iringa Region who had a few years ago entered into a contract with a Morogoro businessman for cultivation of several hectares.

The Morogoro businessman had hired the Iringa man’s tractor for execution of the job, but midway during the exercise, the tractor broke down, hence bringing the execution of the job to a halt.

But instead of continuing with the job at hand upon repair of the tractor, the Iringa man withdrew his tractor, hence breaching his contract with the Morogoro businessman.

Dar conman who has defied arrest PDF E-mail

Honest John (not his real name) is a conman who conned David George (again not his real name) that he would provide him with a job as treasurer in the Njombe Municipal Council!

David who would later be provided with a letter of appointment, complete with signature, from the Chief Secretary (head of permanent secretaries) was so convinced by Honest’s treasurer job story that he resigned from his lucrative banking job in order to create prerequisite conditions for getting the job!

David’s main objective behind his resignation was to get his National Social Security Fund’s (NSSF) money which he could use it for financing his new job project!

For under the NSSF regulation, a contributor cannot get his money unless one has resigned or been sacked from his or her job.

After meeting the NSSF conditions, David finally got his 21m/- from the NSSF.

David later went on to spent more than half of his NSSF money on Honest as he sought his treasurer job!

But just when Honest had exhausted his series of lies, he dumped David with a style!

Kudos for Dr Hosea, Ifakara PCCB PDF E-mail

Ifakara which is both a township and District (in Morogoro Region) renowned the world over for its malaria research, has finally returned to normalcy after being transformed for weeks into a den of corruption.

But it had to take the combine effort of the no-nonsense Director General of the Prevention and Combating of Corruption Bureau, PCCB, Dr Edward Hosea and the Ifakara PCCB District Office to drive senses into the heads of officials of the Tanzania Revenue Authority (TRA) in the district and their consigned agents, MEM Auction and Court Brokers to bring the rot to a halt!

For weeks, corruption had threatened to bring transport business both in the township and the district at large to a standstill after many Ifakara residents’ decision to lock in their vehicles for fear of being forced to pay fortunes in corruption.

British Mp questions Dar as investment destination PDF E-mail

08th December,2011

Speaking at the Commonwealth Business Forum in Perth, Australia 25-27th October, 2011 Tanzania’s President, Jakaya Kikwete said Africa had all qualifications to be a global economic powerhouse in the 21st century if the potentials in the continent were effectively developed.

The president stressed the need for agricultural development stating “this needs huge investments by governments and the private sector in modern equipment, irrigation, use of quality seeds for higher productivity, use of pesticides and fertiliser,”

Whilst President Kikwete espoused the benefits of investing in Tanzania, a British Mp called for a parliamentary debate on the dangers of such investment.
